Why a newsletter: Quite simply we consider it essential that the residents of Barton are kept informed. We are acting for your benefit and you have a right to know what is happening.

A NOTE FROM THE PARISH COUNCIL CHAIRMAN - PETER WOOD: With two full meetings under our belts we all agreed that the households of Barton had a right to know what we are doing and what is happening. We do not claim to be responsible for all that is covered in this newsletter, it is only right that the work of the previous Parish Council also be acknowledged - our thanks to them for their efforts. It is likely that we will issue a newsletter every 3 or 4 months to keep you up to date on events. We accept that there is much to be done and will endeavour to serve Barton as best we are able

  • VILLAGE PLAN Along with this newsletter you will receive a questionnaire, together with a FREEPOST addressed reply envelope, - 'COMPLETING THIS FORM COULD HELP YOUR COMMUNITY!' We urge you to spend some time completing the document and ensure that it is returned in the FREEPOST reply envelope provided. Your answers will help to develop a Village Plan for the future. This is your village and it is essential that the consolidated views of Barton residents be incorporated into the VILLAGE PLAN. Completed questionnaires will be entered into a £100 Prize Draw. The cost of the Plan is being met from grant monies - no real charge to the village other than our time.
  • ALLOTMENTS This has been the subject of much talk and speculation. The increase in Precept to fund the Public Inquiry and associated costs was not popularly received. We are alive to the need to avoid additional unnecessary expenditure. However, there are a number of factors to bear in mind. Whether we like it or not we cannot treat the matter as closed. A reasonable solution must still be found. We must recognise that: there is a demand for allotments. We are obliged to look to satisfy that demand. The Public Inquiry did not support a Compulsory Purchase Order in respect of the original site and no appeal was made against the Inquiry decision. The National Society of Allotments and Leisure Gardeners have indicated that they will, if necessary, take action against the Parish Council if the matter is not positively pursued. We must not let this happen. We are in the early stages of negotiating a way forward and need to gain some indication of the possible take up rate for allotments. If you are genuinely interested in renting an allotment at a modest rent then please contact Alen McFadzean and register that interest as soon as possible.
  • TRAFFIC CALMING & PARKING A scheme for the introduction of a 20mph zone near Barton C of E School has been programmed for implementation in 2003/04. Details are being prepared for consultation and public advertisement. The scheme is likely to cost circa £23,000. CARE: It is understood that 75% of people caught speeding in the village are local! When parking vehicles will drivers please be mindful of the needs of others. Certain areas of the village are somewhat restricted in space and road width. We acknowledge that it is not always going to be easy but it is important to remember that emergency, and other, services vehicles may require access from time to time, so PLEASE park with care and do not block other people's access points.
  • REPAIR WORKS There are a number of areas of concern around the village - such as the state of the footbridge alongside the ford, potholes in the road at the ford, re-pointing and stone replacement on part of the wall (Silver Street/Piper Hill), adoption of Silver Garth amongst others these have the attention of the relevant Council Departments and are in hand - in time they should receive appropriate attention - please be patient.
  • DIRECTORY OF USEFUL INFO The last Parish Council, through the good offices of Alen McFadzean, started to create an updated list of useful information sources, addresses, telephone numbers and websites. That is now being put into a booklet format and we hope that copies will be available at the Post Office in the near future.
  • VILLAGE WEBSITE A number of people have asked when Barton will have it's own website. This is being considered. Sponsors and advertisers are sought to fund the purchase of a web name and a dedicated website. Please contact Peter Wood for more information.
  • OTHER AREAS OF INTEREST: Barton C of E School - Jubilee Shield; The monies paid to BPC for the recent fair on the village green have been used to purchase a trophy that is being used by the school as a team award for the Swimming Gala. Bite Size Introductions; North Yorkshire Learning & Skills Council is looking for local groups who are willing to put on short bite size2 courses to introduce people to learning.
