RETIREMENTS The September meeting was tinged with an element of sadness in that two resignations were received: " Our Clerk to the Parish, Alan J Spivey now looks forward to enjoying many years of happy retirement pursuing his interests in carpentry and gardening. Alan has been a good servant to the Parish Council, his balanced thoughts, guidance and general help will be much missed. We all wish him well in the future. " Parish Councillor, David Lambert is in the process of selling his property and moving out of Barton. Similarly, David's valued contributions and thoughts on the well being of Barton will also be missed. Enjoy your new home and good luck for the future David. Two vacancies have occurred as a result of the above; Clerk to the Parish - is currently being advertised in the Village Post Office - please contact Alan Spivey or Peter Wood for more details. The normal processes in respect of the Parish Councillor vacancy are being followed.

  • VILLAGE PLAN In June we distributed questionnaires inviting your thoughts and comments in helping to shape Barton's future. 25% of those booklets were completed and returned - well done. It is not unusual in market research for a 1% - 2% return - we bettered that, so thank you very much. The answers and information provided have been compiled into a Baseline (starter plan) that is in the process of being filled out. Whilst it is still a little early to comment on the nature of the content, not surprisingly, matters such as traffic volumes and traffic calming received mention (see later in this newsletter). We will keep you informed.Public consultations (venue - Village Hall) on the Plan are to take place during October - we will post notices once a date has been finalised.   • ALLOTMENTS Negotiations are proceeding with a landowner and we are hopeful of a satisfactory outcome.
  • TRAFFIC CALMING & INCREASED VOLUMES OF VEHICLES THROUGH THE VILLAGE Matters progress slowly. Speed measure strips have been in place, now removed, in Silver Street and some local consultation has taken place. You will have noticed that 'new' signs that have been erected warning of the School and Church Lane junction. We can report nothing further at this time in connection with the scheme for the introduction of the 20mph zone but we will keep you informed. Roadwork on the A1(M) have resulted in major traffic hold ups that have in turn caused drivers to use Barton as a short cut. You do not need reminding of the inherent dangers of this increased traffic flow, particularly through the centre of Barton. Police vehicles have been making their presence felt, in an effort to get a message across to speeding drivers (yet again one of the first two to be caught was local!). We are told that they will continue to make appearances in Barton as they work to encourage drivers to respect the speed limit. Our thanks to those villagers who took the time to contact the police and request action.
  • COMMUNITY EMERGENCY PLAN Over the coming weeks we are putting together an Emergency Plan for Barton. The aim of the plan, when completed, is to provide up-to-date information enabling the community to organise a response to an emergency when requested to do so by the emergency services - The police, fire & ambulance services will normally provide the initial response to a major incident. They in turn may call for assistance from local authorities as appropriate. Experience has pointed to the need for communities at Parish level to have procedures in place for incidents when the emergency services may require that assistance. We have only recently received the documents in this respect and will be collecting together the necessary information. At this stage we are hopeful that our local knowledge will be sufficient to complete the task Whilst we are hopeful that it will never be called upon it is important that we have a Plan in place.
  • REPAIR WORKS Work has been completed on the footbridge across the ford. Repair of the potholes in the road at the ford have not been overlooked but might take a little longer - we will continue to pursue the relevant department.
  • DIRECTORY OF USEFUL INFO Is almost finished.
  • VILLAGE WEBSITE A draft website has been completed - we will let you know when it is ready for viewing on the Internet.
  • OTHER AREAS OF INTEREST Doorstep Crime Initiative; North Yorkshire County Council, along with others, have recently launched an initiative to tackle doorstep crime, that is to say uninvited callers who trick householders into letting them in so that they can steal or otherwise persuade householders to hand over money. In an effort to reduce such crime the NYCC Trading Standards Unit is setting up an early warning e-mail network - Barton PC is to participate. The main benefits will be that information regarding doorstep callers & relevant issues such as itinerant tradesmen working on local houses can be passed back for immediate attention & where appropriate followed up. General security advice and support can then be disseminated to local communities.   • Richmondshire Senior Forum; If you are 50 or over you must be interested in the services provided to you now and those that you may need as you grow older. The Forum is a growing number of older people who want to be active and make a contribution to our community. The Forum can give talks on home safety, tax credits and a host of other subjects. Free training can be given for older people to enable them to improve their ability to discuss issues with service providers.
